Investigating the Continuity of Sex Offending: Evidence from the Second Philadelphia Birth Cohort
This study uses data from the Second Philadelphia Birth Cohort to examine the natural history of sex offenders and their involvement in sexual offending through age 26. Several key findings emerged from our effort. First, only one in ten of the 221 male and female juvenile sex offenders had a sex-related offense during the first eight years of adulthood. Second, 92% of all the cohort males with adult sex records had no prior juvenile sex offense. Third, a boy with no sex contacts but five or more total juvenile police contacts was more than twice as likely to commit a sex crime as an adult as a juvenile sex offender with fewer than five total police contacts. Fourth, multinomial logistic regression results demonstrated that being a juvenile sex offender did not significantly increase the likelihood for an individual being an adult sex offender nor did the frequency of juvenile sex offending. In short, the assumptions underpinning current registration and notification laws are fraught with problems and should be re-considered.

Executions, Deterrence and Homicide: A Tale of Two Cities
We compare homicide rates in two quite similar cities with vastly different execution risks. Singapore had an execution rate close to 1 per million per year until an explosive twentyfold increase in 1994-95 and 96 to a level that we show was probably the highest in the world. Then over the next 11 years, Singapore executions dropped by about 95%. Hong Kong, by contrast, has no executions all during the last generation and abolished capital punishment in 1993. Homicide levels and trends are remarkably similar in these two cities over the 35 years after 1973, with neither the surge in Singapore executions nor the more recent steep drop producing any differential impact. By comparing two closely matched places with huge contrasts in actual execution but no differences in homicide trends, we have generated a unique test of the exuberant claims of deterrence that have been produced over the past decade in the U.S.

A central objective of those who created the juvenile court was to protect young delinquents from the destructive punishments of the criminal justice system. This promotion of juvenile court as a diversion from criminal justice is distinct from more ambitious programs of “child saving” intervention because avoiding harm can be achieved even if no effective crime prevention treatments are available. This essay shows diversion has been an important motive in juvenile justice from the beginning, and the dominant purpose of a separate juvenile court since In Re Gault in 1967. The past thirty years have been the juvenile court’s finest hour as a diversion project; the rate of juvenile incarceration has been stable, while incarceration of young adults has soared.

Third movie in ‘Narnia’ series debuts at No. 1

LOS ANGELES — The latest chapter in “The Chronicles of Narnia” saga has sailed to the top of the weekend box office, though the franchise sank to a weak debut compared to the first two movies.

“The Voyage of the Dawn Treader,” the third in the franchise based on C.S. Lewis’ fantasy novels, took in $24.5 million domestically, according to studio estimates Sunday.

Johnny Depp and Angelina Jolie’s romantic thriller “The Tourist” opened in second-place with $17 million.

‘The Green Hornet’ lacks sting

‘Tourist’ a silly, star-struck take on ‘wrong man’ thrillers

In “The Tourist,” Johnny Depp is asked to play a bland American everyman, in the fashion of Cary Grant in “North by Northwest” or Jimmy Stewart in “The Man Who Knew Too Much.” That’s a bit like asking Michael Bolton to play death metal or Jackson Pollock to paint inside the lines. Depp adopts an affected, unplaceable accent and contorts his face into whimsical-weirdo expressions — the same ones he’s been using since “Benny and Joon.”

It’s a spectacularly misconceived performance, and what’s remarkable about “The Tourist” is that Depp’s not even the worst thing about the movie. That honor goes to Angelina Jolie, who adopts her own affected accent (a kind of Madonna- ese British) and struts through the proceedings with an imperious stare that closes off all the other performers. Her Elise Clifton-Ward is supposed to be a madly romantic woman who falls in love all the time, but clearly the only one Jolie is in love with here is herself.

Directed by Florian Henckel von Donnersmarck, taking a radical step backward from his Oscar-winning debut “The Lives of Others,” “The Tourist” illustrates what happens when you cast two giant, self-orbiting stars and then are either too intimidated or too confused to actually direct them. It also illustrates what happens when you compound a bad idea with poorly telegraphed twists and no dramatic tension whatsoever. (The screenplay, based on a 2005 French film called “Anthony Zimmer,” is by the director and two more Oscar winners, Julian Fellowes, “Gosford Park,” and Christopher McQuarrie, “The Usual Suspects.”)

‘Tron’ opens in top spot at box office

LOS ANGELES — Jeff Bridges’ sci-fi sequel “Tron: Legacy” has leaped to the top of the box-office grid with a $43.6 million opening weekend, according to studio estimates Sunday.

The Disney release reboots the story line started in Bridges’ 1982 tale “Tron,” in which his character is hurtled into a deadly virtual reality known as the Grid. The movie co-stars Garrett Hedlund and Olivia Wilde.

Though quaint by today’s standards, the computer-graphic effects in the original “Tron” were cutting-edge at the time. Yet the movie was a box-office underachiever whose following somehow swelled in the intervening decades in a way that perplexed even the studio’s executives.

This third installment from the children’s series, “The Chronicles of Narnia: The Voyage of the Dawn Treader,” follows the two younger Pevensie siblings back to the magical land of Narnia with their bratty cousin Eustace. And this time, after his disappointing absence in 2008’s “Prince Caspian,” the fable’s lion king/messiah Aslan makes a roaring return. Old Brown Eyes is back.

The film is a throwback to colorful, wholesome adventures like “The Seventh Voyage of Sinbad” and “Swiss Family Robinson,” with rollicking adolescent derring-do, scary (not terrifying) monsters and adorable animal sidekicks. In the capable hands of director Michael Apted (who gave us “Coal Miner’s Daughter,” “Gorillas in the Mist” and the James Bond feature “The World Is Not Enough”), a potentially syrupy allegory becomes razzle-dazzle children’s entertainment, with the religious dimensions gracefully conveyed.

A movie experience with an emphasis on the experience — the digital screen is six stories high — opens today at the Warren Theatre in west Wichita.

When the $118,000 curtain goes up on “Tron: Legacy” at noon, theater owner Bill Warren said, people will be getting the best IMAX experience there is. Two of the four showings of “Tron” today already are sold out.

“This is a gem” in Wichita, Bill Menke said Thursday. He is a corporate vice president of Warren Theaters who headed up the IMAX construction.
